Charlie Quinn - (Water Physiologist, Plumbing Engineer, Contractor and Consultant)
​
Charlie Quinn is a water physiologist. A native of San Jose, California and a veteran of the United States Air Force, in 1979 he formed his first plumbing company.
Since then, he has been contracted by such companies as DPR Construction, RF Micro Device, and Intel, as well as major government agencies such as DARPA and the NSA (National Security Agency).

In the Air Force ((1973-1976), he was an engine mechanic for the F4 Phantom as well as a crew chief for the C-130 Hercules. Following his service, he returned to college enrolling at West Hills College, Coalinga, Ca as a pre-veterinary student. He ultimately finished his Bachelor’s degree in Chemical Engineering from The Trinity College University in Malaga, Spain. (1989)
His young professional life took a dramatic turn as a result of a College Rodeo injury that made sitting classes and labs very difficult. Charlie went to work for a nearby plumbing contractor and was assigned to a project with National Semiconductor in Santa Clara, CA. At that time the plumbing project he was part of was the installation of a system of cooling pipes in the floor for the expressed purpose of cooling the room that housed early large mainframe computers.

One significant event on that assignment shaped his entire professional career while part of that job at National Semiconductor (1978) now Texas Instruments. The foreman overseeing his crew was absent on a day when a meeting of all of the involved contractors was taking place and his company needed a representative. As a 22 year hired hand he ended up sitting in the meeting as his company representative. He was there to comment when asked about the status of the plumbing project however at some point a question came up with regard to a project he was not part of; a problem that was occurring with Tungsten Oxide Slurry (a cleaning and polishing process). Charlie commented on a potential solution as a disenrolled community college student in a room full of electrical engineers and contractors. He was ultimately put to work on that project and found the solution to the problem. His life pivoted at that moment to an amazing career in all areas of industrial and residential plumbing contracting and solutions.

In 1979 he formed (Advantage Plumbing) a large industrial plumbing contractor, developing commercial space as well as multi-family units. He handled everything from underground construction to interior plumbing and fire protection. That company operated from 1979 through 1986.

1986 - 1990 freelance plumbing consultant AZ and CO - designed and installed fire sprinkler systems, major underground water utilities (sewer, storm, and water).
1990 - 1992 purchased C&S Mechanical in Pawnee, Ok serviced and maintained 1200 commercial and residential water wells, underground utility construction. Sold company.
1992 - 1995 Intel - Rio Rancho, NM. Recruited to a construction entity owned by Intel called “TDC” Technology Design Construction Contractor - to design and supervise the installation of Ultra-Pure Water, Chemical, and Gas delivery systems that produce the Semi-Conductor computer chips.
1997 - 1999 DPR Construction hired him as a senior project manager over a joint venture between Motorola and Siemens - Making DRAM chips. His job was 2 fold…

1999 RF Micro Device (NC) recruited to a senior project manager position to Oversee the completion again of Ultra-Pure Water, Chemical, and Gas delivery systems as well as wastewater systems. They were manufacturing the amplifier for the Nokia Cell phone.

9/11/2001, a significant date in US history, proved a second significant pivot in his career.

2001 Charlie was contacted by the NSA (National Security Agency) as a “matter of national security” Hired as a consultant… Contracted to fix a compromised clean room that manufactured the guidance chip for the tomahawk missile.

2001 - 2003 Recruited by DARPA - a government agency where he was to consolidate the physicists and facilitate the relocation of the people and labs to various government installations in Aberdeen Proving Grounds, Maryland and Adelphi, Maryland.

2003-2008 Moved back to Anza, Ca to be with his aging father. He was contracted as the “Owner's Representative” as a Senior Project Manager to oversee various projects for (Rincon/Harrih's Hotel and Casino, Pala Band of Mission Indians, Pechanga Band of Luiseno Indians, Pauma Band of Luiseno Indians, Soboba Band of Luiseno Indians).

2008 - 2012 “KemPosits": Designed the only Light Resin Transfer closed mold to make the walk-in bath tub. Built the pilot plant for walk-in tubs in Temecula, CA. Moved operations to Choctaw, Mississippi continued where he built a new 100,000 sq ft plant in 8 months.
